There's nothing to sign up for, except for individual runs where the run leader has asked for it, like this one. But for BBBB in general there is nothing to sign up to. Just heed the information about it that's available online and don't expect concierge service :)

If you mean Wildhorse Meadows, that's a good question, maybe @Gotchaa can verify. I was driving up highway 38 yesterday and I saw heavy equipment parked at the south entrance so maybe they've been working on it. It's been closed for a couple of years.
